That editorial speaks true. Many of the liturgical changes have been to prop of the priest and push back the the laity.
For example, the change from sanctuary to talk show set, from Prayers at the Foot of the Altar to Opening Monologue.
I haven't seen that listed in any of the recent GIRMs.
I'm just reporting the "lived experience".
