Like giving candy to a baby

This morning's paper reports on a proposal for free distribution of condoms to high school students in the Milwaukee Public Schools.

The School Board's Innovation/School Reform Committee will take up the issue at its meeting on Tuesday.

Terry Falk, vice chairman of the committee, said the proposal is not about "handing out condoms like candy."
