Advancing the Vibrancy

A reader points out this at the diocese of Green Bay.

Its Advancing the Mission program begins by saying,
During his last days on earth, Jesus instructed his disciples to go and share the Good News, to advance the mission of His Church.

The program has five initiatives.

Number One:
Since our parishes are our spiritual "homes" it makes sense to ensure that our parishes are as vibrant as can be.

That’s why "Vibrant Parish Ministry" is our first initiative. ...

Evangelization is third. Catechesis is fourth.

Talk about completely out of whack priorities...

But, for those interested in the same-ol'-same-ol', the first initiative, making sure "that our parishes are as vibrant as can be" makes perfect sense. It's not quantifiable, it's completely subjective (and, therefore, eludes definition), and so isn't, ultimately, capable of evaluation. Perfect! A parish is "vibrant" (or "not vibrant") just because its pastor (or whoever) says it is (or not). Nice work if you can get it...

Interestingly, catechesis (which is the most quantifiable) is way down the list. And so we continue to hear urgent pleas for "catechists"—untrained volunteers—well into October for programs that began in September.

Does anyone ever really stop to think about these "initiatives"? To evaluate their effectiveness? To see if they've worked in the past?

    Those questions are all rhetorical.
